All of Long Island and all five boroughs of New York City — every town and village across Nassau and Suffolk, the East End, and the whole of New York City.
Long Island is not one filing environment. Between Nassau and Suffolk there are two dozen towns and cities and close to a hundred incorporated villages, and nearly all of them run their own building department, their own zoning code and their own board of appeals. Whether a property sits inside a village or in an unincorporated area of the town around it decides which code applies, which setbacks govern and what format the submission has to take — and a mailing address does not answer it.
The other structural difference is sanitary. Most of Nassau is sewered, so disposal rarely sets a residential schedule. Much of Suffolk is not, which brings county health department review into a large share of projects — and that review routinely runs longer than the building department review beside it. Two identical additions, one either side of the county line, can have very different programs for reasons that have nothing to do with the drawings.
New York City is different again: DOB NOW filing, floor area and use group zoning rather than setbacks and coverage, and a separate enforcement and Local Law compliance regime.
